Just a suggestion to avoid the term "before" when making legislation that concerns both timelines and meetings.
Because "Before" can either mean:
1) during the period of time preceding (a particular event or time)
or
2) in front of.
So it's ambiguous to whether meetings need to held separately "prior to" the next Common Council meeting or "at any future meeting of" the common council.
Municipal codes should be written for regular folks, and not so much lawyers who like to proclaim:
